This workflow should be named differently, converting to Base64 isn't encrypting, it's a known standard that can be converted to and from easily and therefore does not improve security. To count as encrypted, it would require the string to be encoded based on a secret that someone without it wouldn't be able to get the contents of the original string, preferably using a well known standard encryption algorithm (which .NET does provide).
